It has been learned from the "World Ani-Comic Masters Forum & Guangzhou-Hong Kong- Macau Science & Technology Industry (Ani-Comic) Development Forum" that Guangzhou would greatly support several leading enterprises to become larger and stronger. It will help these enterprises solve the problems of location, capital, taxation, etc. occurring in their development to form "flagships" and "aircraft carriers" and lay the foundation of forming "joint fleets" via the driving of small enterprises by large enterprises and promoting the weak enterprises with strong enterprises.

According to Director Fanxu of the Administration of Press, Publication, Radio and Television of Guangzhou Municipality (Copyright Bureau of Guangzhou Municipality), Guangzhou has promulgated such regulations and measures as the Opinions on Speeding up the Development of the Software and Ani-Comic Industry, Several Regulations on Further Support of the Development of the Software and Ani-Comic Industry in Guangzhou and so on. Guangzhou plans to invest RMB 180 million annually to support the software and Ani-Comic industry, including RMB 30 million awards on the broadcasting of original animated works and RMB 20 million on the training of software and Ani-Comic talents. Guangzhou will honor its commitment of RMB 12 million to award the premiere of over 10 cartoons. 

There are at present over 120 enterprises engaged in online games, cartoons and comic books with about 15,000 practitioners. The annual output value of the Ani-Comic industry exceeds RMB 10 billion (not including derivative products), accounting for about one fifth of the national Ani-Comic industrial output value.
